It's definitely the same person. The costume is different 'cause the only pictures from his competitions this season so far that I can find are on Yahoo, which means they're crap like the second picture. (The first picture is from Nationals last year, I think.) His hair's actually pretty long, just curly and slicked down to within an inch of its life.
It's just that this photographer caught him as he was finishing a jump, so all the rapid spinning made his face fly out of shape. Every skater has a "jump face" like that, although usually not quite that weird, and the AP photographers seem determined to catch every one of them.
