All I did for that particular image was add an "outer glow" around the text layer. You do that by typing some text, then going to Layer->Layer Style->Outer Glow. You can change the color, opacity of the glow, size, etc. by fiddling with the sliders. Another thing in that box to play with is the contour--click on the little arrow beside the box made up of a grey and a white triangle to get the pre-set ones to pop up. You can make all kinds of interesting effects with those.
