So is Snape-being-evil something that was actually shown in the other books, or is this shocking and new to have actual evidence of his evilness?

I don't think there was ever any evidence of Snape being anything that couldn't easily be rationalized to any opinion the reader has. Other than the fact that he can really, truly, completely HATE a little boy only because he was reminded of the kid's father. I mean, that's not exactly saintly behavior.
