He was "head elf" in "The Santa Clause" with Tim Allen... at least I think his name was Barnaby... I know it started with a B.

The North Pole being a candy-cane stripped pole on top of the world is the same sterotype they used for it in that movie, which is why my brain jumped that way while reading. :)
