don't watch any flavor of L&O or CSI, although it's my understanding that with the procedural style, characterization is pretty low on the totem pole and anyone who can write an interesting mystery will do okay on it.
With CI that's true and L&O I'm not so sure cause it's been awhile. But in the last two seasons SVU has been very character heavy. Including last seasons episode Fault in with Elliot confessed in not so many words that he had way more then friendship/partners feels for Liv.
It seemed to happen to a lot of sci-fi franchises
Angel was a nightmare after Tim Miner and Joss left to do Firefly. Jeff Bell destory it. SG-1 and SGA seem to far very well though. Although some would argue SG-1 suffers but SG-1 is just past it's prime.
