I don't think most programs frown on any kind of genre writing; I believe the idea of that particular program I mentioned in the entry is that the lectures are geared around writing genre fiction. I don't think a program would get any respect if it actually out-and-out said "no mysteries" or "no sci-fi."
(Besides, anything that seems "literary," but is also SF or mystery or romance or whatever, will still probably be shelved in Fiction and Literature.)
