I didn't so much find him whiny specifically in this episode, so much as I find him whiny in general and he pissed me off in this episode because I love Laura Roslin irrationally much, to the point that I don't want people (especially people I didn't like in the first place) to undermine her, even when she's being a scary dictator.

Heh. Well, there is that. Although I think she's definitely at the point where she could use some undermining...
