I think it's a case of, "The ratings are low enough to kill it, but it's a critical darling so we're going to act like we're giving it another chance when really we just have a hole in our schedule and won't put any effort into saving it by moving it to a useful time slot."
Are they doing this weirdness to any other shows?
I hear there were a couple of thirteen-episode orders that got reduced to ten, but nothing this weird, no. (Although perhaps ABC is pioneering the American use of the BBC-style thirteen-episode season? I could live with that.)
