It sounds not entirely dissimilar to this one to me (skip the first thirty seconds or so; the file is introduced by an American). But as I said, Londo's accent strikes me as Irish mixed with a sort of Hollywood Transylvanian vampire accent, so it won't be exactly the same.

I think it's the lilt. There's a definite lilt to his speech that makes me think "Irish." And his "r"s are in that median state between voiced and voiceless that I also associate with some Irish accents.
