You're on the right track, but not quite. It is a companion.
12. I can't actually remember any names from this series, but I'm guessing Blond Doctor Chick. Or the little boy's father.
Indeed, it is Julia, aka Blonde Doctor Chick. She was a spy who turned good, and I thought that was freaking awesome. Also, she has angst over her genetic manipulation, which is good times.
13. Rebecca Fogg
Ding ding ding! Of course she's my favorite. She has a hoop skirt that turns into a ladder. She spies for Queen Victoria. She has my name. Truly, she's the epitome of Victorian awesome.
14. Dureena maybe? Or Galen; I know there was one or two characters you really disliked, and then one or two characters you really liked. I think Galen was one of the extremes, at least
Both of them miss the number one spot by micrometers. My favorite is kind of cut from the same cloth, too. (I actually can't remember really disliking any of the characters; there were a couple I found kind of boring, but I think it was more because they only got thirteen episodes, and they didn't really get a chance to shine in any of them.)
Edited to fix the egregious mixed metaphor that just bugged me too much to let go.
