I get the feeling the Minbari castes are pretty autonomous, and the Grey Council only handled things where multiple castes needed to work together. After all, it took them ten years to select a new leader after Dukhat, they're obviously not micromanaging Minbari society.

I kind of assumed the scene with Sheridan's father exists purely so the audience already knows what he looks like before "Interludes and Examinations"...
