He's just...I don't even know what his deal is.

He's being dumb for the sake of the story. Or else he knows she's a spy and is playing some kind of long con until he can safely take her out, I'm not sure. I wondered if maybe the U2 tickets were a test of some kind: Ourlivia doesn't like U2 at all, or something like that. (Though the preview appears to blow this theory to hell.)
