I think it was probably both; maybe they'd been wanting to do it for a while, and this was an especially opportune moment.
Re: Olivia's powers - they seem like they have set it up so they can bring back more cortexiphan kids, which suggest Olivia will be exploring her powers more as well. \o/!
This is true! Though part of me wonders how they can make it different enough from her discovery of her powers back in Blueverse to be interesting. I'm sure they'll find a way.

...MAYBE! Although Leonard Nimoy doesn't do anything but voice acting anymore, so I'm not sure how they can use that to their advantage.
