From what I've read (my local Audubon Society seems to be the point organization for raccoon advice out here), I don't know that I'd be deeply worried about rabies based on a "broad dusk" sighting. I'd generally count one roaming raccoon as an amusement rather than a danger (though I too would keep my distance just on general principles).
That said, I have very rarely encountered actual raccoons as opposed to the fictional kind; the closest I've come was reading this post over on LJ some months back (the writer and I are both Portlandians).
