I still owe people memes. I have not forgotten you.
While I'm working on that, have another meme, seen in various places:
(1) Think of up to 20 ships you support.
(2) List them using descriptions rather than the names of the characters involved.
(3) Have your flist guess as many of the ships (with the fandom) as they can.

I can't remember how at the time--maybe I just stumbled across a fic?--but I read all the fic there was, stared at screencaps, listened to .wav files, and read transcripts (because this was, after all, the late 90s/early 00s, so no YouTube or anything), but I didn't actually see an episode until I found downloads in 2006. And then I was sad all over again that it got canceled. SIGH.

10. My best guess, quite possibly wrong: James West and Artemus Gordon, of Wild Wild West. The steampunk gadgets fit, and the library clue would certainly fit Artie. (The other possible series would be Secret Adventures of Jules Verne, which I've only seen small bits of and so can't begin to guess at a character pairing.)
And that will do for now. I am certain I've seen/read all three of 13/14/15, and 18 rings a bell too, but they're eluding me for the moment. Unless 15 is Amelia and Emerson from Elizabeth Peters' Amelia Peabody mysteries -- the description fits, but I suspect it isn't what you had in mind.

No, but that's a good guess! I watched SAJV when it was on--such a fun show! I shipped Jules/Rebecca, though, because I was kind of the patron saint of ships that went nowhere in canon back then. Also his crush on her was so cute.
